BCPO Covid-19 Operations General Guidelines: AS OF APRIL 19, 8PM

  1. All BCPO personnel shall wear MASKS, GLOVES and FACE SHIELDS AT ALL TIMES AND SHALL MAINTAIN A DAILY DIARY. Immediately report to the Admin Office all personnel who are feeling unwell and/ or exhibiting symptoms of COVID-19.

  2. We are on 24 hour curfew. We shall ensure that our citizens shall stay at home. Further, people without essential things to do outside shall be sent home. Even stricter implementation of the provisions of the ECQ shall be undertaken. ENSURE THAT ONLY APOR ARE OUTSIDE THEIR HOMES (INCLUDED ARE THOSE SCHEDULED TO GO OUT BASED ON THE NEW MARKET SCHEME). CAUSE THE APPREHENSION AND COMMENCE THE FILING OF CHARGES AGAINST ALL UNAUTHORIZED PERSONS OUTSIDE OF THEIR RESIDENCES. FOR VIOLATORS IN MOTOR VEHICLES, ISSUE TRAFFIC CITATION TICKETS TO THE DRIVERS. FOR INDIVIDUALS, CASES MAY BE FILED FOR VIOLATION OF RA 11469 (BAYANIHAN TO HEAL AS ONE ACT) AND VIOLATION OF PRESIDENTIAL PROCLAMATION 922 (DECLARING STATE OF PUBLIC HEALTH EMERGENCY)

  3. A special taxi service was established to cater to those needing emergency medical care (hotline number 09236207038). Taxi units are placed on call to address this need and they should strictly adhere to the policy of ferrying only those on MEDICAL EMERGENCIES. NO OTHER TAXI units are allowed to be roaming around on the streets except for EXTREME EMERGENCIES.

  4. PUJs will also be deployed as another mode of transport for people going to the market and to work. Special Permits from BCPO shall be issued for the purpose.

  5. Private Vehicles may be used. Likewise, Motorcycles and Bicycles will still be allowed as means of transportation but "ANGKAS" will NO LONGER BE ALLOWED in view of the strict implementation of social distancing. NO SPECIAL/ TRAVEL PASS IS NEEDED FOR PRIVATE VEHICLES. Just ensure that all occupants are APOR. As only one member of each household is allowed outside to go to market, DRIVERS AND ASSISTANTS ARE NOT ALLOWED.

  6. Except for those stated above, all mass public transport facilities and systems remain suspended.

  7. APORs shall be allowed to move freely within the city and shall not be subject to the curfew. HEALTH WORKERS ARE TO BE GIVEN PRIORITY AT ALL TIMES AND SHALL NOT BE MADE TO QUEUE AND BE DELAYED IN TRANSIT. ALL MOBILE PATROL CARS ARE MANDATED TO FERRY HEALTH WORKERS WHEN ASKED TO. THEIR IDs ARE ENOUGH PROOF OF IDENTITY. For media personnel, as they are still in the process of getting accreditation from PCOO, their company IDs shall suffice as proof of identity.

  8. Marked Vehicles of Utility companies (BAWADI, BENECO, PLDT), Garbage Trucks and Delivery/ Cargo Trucks shall have freedom of movement AT ALL HOURS within the city WITHOUT NEED for a special Permit. CARGO TRUCKS (ANY TYPE OF CARGO) SHALL PASS UNHAMPERED AND UNIMPEDED. For passing through Cargo Vehicles, drivers should not be made to go down or be replaced. Driver and Helper can stay in the vehicle during unloading of cargoes. CARGO VEHICLES MAY BE RANDOMLY CHECKED AT OUR QCPs TO ENSURE THAT THERE ARE NO UNAUTHORIZED PERSONS CONTAINED THEREIN. IT SHALL BE DONE IN A BRISK MANNER SO AS NOT TO DELAY THE TRAVEL OF THESE VEHICLES.

  9. For drinking water delivery, no need for special permit from the Mayor's office. They need only show Business permit, ID and Delivery Manifest. Special Permits from the Mayor's Office have also been issued for Food Delivery personnel EXCEPT for FOOD PANDA personnel who already has uniforms and with clearly marked Motorcycles.

  10. Express Lanes have been established in our checkpoints for Health Workers, Government Employees, Security Services Emergency Vehicles, Cargo Trucks and Government Marked vehicles but occupants shall still be subjected to Thermal Scan

  11. Social Distancing shall strictly be observed in all establishments and all places, to include those in vehicles, at all times

  12. NO MASK NO ENTRY policy in the city. All commuters and pedestrians shall be required to wear masks before being allowed entry. Improvised masks are allowed. It should be worn at all times.

  13. Generally, Non-residents of Baguio will not be allowed entry into the city. For the purpose of the Quarantine, residents of the LISTT (La Trinidad, Itogon, Sablan, Tublay, Tuba) SHALL BE CONSIDERED AS RESIDENTS OF BAGUIO. As such, they shall allowed entry but any restriction and / or limitations placed on the movement of residents of Baguio shall also apply to them while within the City. Residents from other towns entering the City for MEDICAL CARE shall be granted entry WITHOUT NEED for a special pass. This shall include those availing regular Dialysis treatments. BUT THIS SHOULD BE COORDINATED FIRST WITH THE CONCERNED MEDICAL FACILITY EXCEPT IN EMERGENCY CASES.

  14. RETURNING RESIDENTS COMING FROM OTHER AREAS ARE NOT ALLOWED ENTRY FOR THE DURATION OF THE ECQ. OFWs with the requisite documents/ papers from OWWA shall be allowed to enter the city but shall be immediately escorted to ROXAS HALL, ALONG MAGSAYSAY ST. IN TEACHERS CAMP as Quarantine Area of returning OFWs. Only OFW residents of Baguio City and the provinces of Benguet and Mountain Province will be allowed to enter the City. REFUSE ENTRY TO RETURNING OFWs WHO ARE RESIDENTS OF OTHER AREAS ASIDE FROM THOSE MENTIONED ABOVE.

  15. Sari- Sari stores shall be allowed to operate until 8PM ALL DAYS OF THE WEEK to allow them to cater to the additional needs in their Barangays.

  16. HARDWARE, OFFICE SUPPLY, ELECTRICAL SUPPLY AND AUTO SUPPLY STORES ARE ALLOWED TO OPERATE EVERY THURSDAY AND FRIDAY FROM 9AM TO 5PM. A special Vegetable Market to be located at Slaughterhouse will be allowed to operate every Friday and Saturday from 9AM to 5PM. Shoppers are allowed to go these areas during their schedule (HQP).

  17. Jogging and exercising at whatever time in the day or night, in all our parks and areas in the City, is STRICTLY PROHIBITED.

  18. There shall be NO CHECKPOINTS established by Barangays at National / Provincial Roads. In Barangay Roads, it shall be under the supervision of the PNP.

  19. We have Pedestrianized the Public Market and instituted Modeling Pedestrian and Crowd Flow Movement inside to ensure that social distancing shall be observed. Only a limited number of people are allowed to enter the inner Market area at any given time to be able to properly observe social and physical Distancing. Those next in line should be made to Queue properly at the entrances. Ensure its proper implementation.

  20. BRGYS. FAIRVIEW, UPPER DAGSIAN, SCOUT BARRIO, MARIA BASA ST and WOODSGATE SUBDIVISION have been placed on lockdown. No one is allowed to go in and out of the said Barangays except for APOR. QUARANTINE PASSES OF RESIDENTS IN THESE AREAS ARE HEREBY SUSPENDED, HENCE THEY WILL NOT BE ALLOWED TO GO OUT OF THEIR BARANGAYS/ SUBDIVISION EVEN DURING THEIR SCHEDULED MARKET DAYS. ROLLING MARKETS WILL SERVICE THEM DURING THEIR SCHEDULE.

  21. There shall be 3 Main Types of Permits/ Passes that are acceptable for vehicles. DA issued FOOD PASS, City Mayor's Special Permit, and BCPO Special Permit. SELF MADE SIGNAGES/ PASSES SHALL NOT BE HONORED AND SHALL BE REMOVED OR CONFISCATED. THOSE USING FAKE OR SPURIOUS DOCUMENTS SHALL BE APPREHENDED AND CHARGED ACCORDINGLY FOR VIOLATION OF PROVISIONS OF ECQ AND OTHER APPLICABLE LAWS.

  22. The City is now under a LIQUOR BAN (E.O 77, SERIES OF 2020). THIS IS AN ORDER FOR A TEMPORARY BAN ON THE SALE, DISTRIBUTION, AND CONSUMPTION OF LIQUOR PRODUCTS WHILE THE CITY OF BAGUIO IS UNDER COMMUNITY QUARANTINE. Cause the apprehension of violators.

  23. The City will be implementing a strict schedule in the procurement of basic necessities. The following schedule shall be followed: Barangays belonging to the following districts shall be allowed to go out on the specified Days and Time

MONDAY
  • 6AM-12NN- DISTRICT 1,2,6 AND 9
  • 11AM-5PM- DISTRICT 3, 5, 8 AND 11

TUESDAY

  • 6AM-12NN- DISTRICT 10,12,16 AND 20
  • 11AM-5PM- DISTRICT 7, 13 AND IRISAN PRK 1-18

WEDNESDAY

  • 6AM-12NN- DISTRICT 4, 15, 17 AND 18
  • 11AM-5PM- DISTRICT 14, 19 AND IRISAN PRK 19-28

THURSDAY

  • 6AM-12NN- DISTRICT 3, 5, 8 AND 11
  • 11AM-5PM- DISTRICT 1, 2, 6 AND 9

FRIDAY

  • 6AM-12NN- DISTRICT 7, 13 AND IRISAN PRK 1-18
  • 11AM-5PM- DISTRICT 10, 12, 16 AND 20

SATURDAY

  • 6AM-12NN- DISTRICT 14, 19 AND IRISAN PRK 19-28
  • 11AM-5PM- DISTRICT 4, 15, 17 AND 18

ITOGON

TUBA

Quarantine and Special Vehicle Passes for Tuba residents have been SUSPENDED. Only those with legitimate Medical services or needs and Registered Store Owners buying stocks are allowed by TUBA LGU to enter the City. Residents of Tuba who are passing through on their way to the Municipal Hall for any legitimate business, or on their way home, need only show their IDs which indicates their residence. Travel permits for said purpose is no longer required as long as they do not stop at any place within the City while passing through.

TUBLAY

Quarantine and Special Vehicle Passes for Tuba residents have been SUSPENDED. All residents of TUBLAY shall be denied entry to the city, except for APOR and for emergency cases, as per coordination made by Tublay LGU.

SABLAN

  • MWF- 7AM-12NN BANENGBENG, KAMOG, PAPPA
  • TThS- 7AM-12NN BAGONG, BALLUAY, BANANGAN, BAYABAS, POBLACION

Barangays shall issue a uniform Home Quarantine Pass (HQP) to each household valid for the ENTIRETY of the QUARANTINE PERIOD. Only ONE PERSON PER HOUSEHOLD shall be allowed to go out. Check the HQP of all persons outside of their residences. Anybody caught violating this schedule shall be apprehended.

EXEMPTED FROM THE SCHEDULE ARE AUTHORIZED PERSONS OUTSIDE RESIDENCES (APOR).

DOCUMENTS TO LOOK FOR:

  • PUVs- SPECIAL PERMIT FROM BCPO

  • APOR- IATF ID CARD OR COMPANY ID. IN THE ABSENCE OF THE ID, CERTIFICATE OF EMPLOYMENT SHALL BE PRESENTED. WORKER'S PASS AND FOOD PASS ARE NOT REQUIREMENTS.

  • Non-APOR- QHP

Private vehicles used as ferry for employees- SPECIAL PERMIT FROM MAYOR'S OFFICE

Other Private Vehicles NEED NOT PRESENT any PASS as long as ALL OCCUPANTS ARE APOR. SUNDAY is LOCKDOWN DAY, everybody is expected to stay at home except for APOR and for Medical emergencies. Vital Establishments such as groceries and drugstores shall remain open EXCEPT those located within the City Market. SENIOR CITIZENS ARE GIVEN THE PRIVILEGE TO USE THIS DAY AS THEIR GROCERY DAY. PWDs are likewise allowed to do groceries within their barangays.

IN ALL OUR ANTI-COVID OPERATIONS, MAXIMUM TOLERANCE AND RESPECT FOR HUMAN RIGHTS SHOULD ALWAYS BE OBSERVED.

IN THESE TRYING TIMES, LET US NOT MAKE IT MORE DIFFICULT FOR OUR CITIZENS. ENSURE THAT ALL STEPS SHOULD BE TAKEN TO AVOID UNDUE DELAYS AND MINIMIZE THE INCONVENIENCE THAT THEY WILL SUFFER.

FOR STRICT COMPLIANCE AND ENSURE WIDEST DISSEMINATION CITY DIRECTOR, BCPO

NO SCHEDULE GIVEN. Only Special Cargo Truck from the Municipality to buy supplies and Fish and Vegetable Dealers will be allowed entry.

SABLAN
