Daniel Hudson Burnham was born in Henderson, New York, in 1846. He studied architecture in Chicago and worked as a draftsman for several years before forming his own firm in 1873. Burnham's firm quickly became one of the most successful architectural firms in the United States, and he is best known for his work on the 1893 World's Columbian Exposition in Chicago.

In 1903, Burnham was invited to the Philippines by the American colonial government to help plan the development of Baguio City as a summer capital. Burnham was a strong believer in the City Beautiful movement, which promoted the use of classical architecture and landscaping to create beautiful and functional cities. He proposed a plan for Baguio City that would incorporate many of the principles of the City Beautiful movement.

Burnham's plan for Baguio City included a grid pattern of streets, a central park, and a number of government buildings. He also designed a number of parks and gardens, including Burnham Park, the Botanical Garden, and the Mines View Park.
