In the rugged terrains of Kalinga, a dedicated officer and a proud Igorot from Tuba, Benguet, has emerged as a beacon of hope and change. PSSg Arjay Estolas Payumo, RCrim, PhD, currently assigned as a police officer in Tabuk City, Kalinga, and a distinguished member of the 1503rd Regional Mobile Force Battalion 15, PRO Cordillera, has not only made a mark in the community but has become a symbol of inspiration and pride.

Recently honored with the prestigious Dangal ng Lahi Awards 2023 - Philippines' Exemplary Police Officer and Outstanding Leadership in the Field of Public Service Award, PSSg Payumo's transformative initiatives have transcended boundaries, leaving an indelible impact on the lives of the people he serves.

The "EDUKASYON MO, SUPORTADO KO" Program: A Catalyst for Change

PSSg PAYUMO's journey to the Dangal ng Lahi Award began with a visionary program - "EDUKASYON MO, SUPORTADO KO" - launched in response to the challenges posed by the global COVID-19 pandemic. Recognizing the profound impact on students and youths, he orchestrated a strategic donation campaign, rallying the support of stakeholders, friends, and relatives.

The program gained momentum, actively supported by the Department of Education, which facilitated the distribution of 21 Android phones to deserving students in Kalinga. What started as a local initiative soon garnered national attention, with GODEEDS TALKS in Laguna featuring the program, resulting in increased sponsorships and a surge in community support.

At present, a total of 46 students have benefited from the "EDUKASYON MO, SUPORTADO KO" program. This includes six students who are family members of the CTGs, receiving a monthly allowance amounting to P2,000 each from 2020 up to the present, accumulating to One hundred ninety-two thousand pesos (P192,000). Additionally, sixteen students received P80,000 pesos in educational assistance through the unwavering efforts of PSSg. Payumo. One standout recipient, Ashley Jade Camaddo, a BS Biology student from Balbalan, identified as a CTG area in the province, was awarded a laptop along with a P2,000 monthly allowance. Furthermore, 35 pocket Wi-Fis were distributed, enhancing connectivity in the community.

PSSg PAYUMO's unwavering commitment did not go unnoticed. The program received accolades from barangay leaders, government agencies, and educators in the province. The ripple effect was evident as scholarship fundings for deserving students saw a significant increase in 2022, a testament to the program's positive impact on education.

Empowering the Youth and Fostering Anti-Insurgency Efforts

Beyond the realms of education, PSSg PAYUMO's program actively contributed to the Anti-Insurgency campaign. Through lectures, information operations, awareness campaigns, and film viewings, the initiative exposed deceitful activities and recruitment efforts by CTGs (Communist Terrorist Groups). This dual-purpose approach not only uplifted the community but also contributed to the larger national security narrative.

Community Outreach and Positive Image Building

PSSg PAYUMO's dedication extended to comprehensive community outreach initiatives, including "Youth Development Session," "Panangaywan iti Kailyan," and "Oplan Sulat Kamay." These activities not only educated the youth but also brought the Philippine National Police (PNP) closer to the community, fostering a positive image and camaraderie.
